Seats 1, 2, and 3 are filled at one general election and seats 4 and 5 are filled at the subsequent general election. Elections are non-partisan, and election is by popular vote. If a vacancy occurs mid-term, the seated Board of Supervisors may appoint an interested candidate to complete the vacant term of office.
