STATUS REPORT
For Board Meeting May 15, 2008
1. Reclaimed Water Aquifer Storage Recovery
ASRus is assisting EWD staff with preparation of the April 2008 monthly report to DEP’s Underground Injection Control Staff. A total of 697 million gallons is in storage as of the end of March. Recovery began during the week of April 21, 2008 and has continued as demands are exceeding reclaimed water supply. The DEP permit was received March 25, 2008. ASRus is currently working on the SWFWMD Water Use Permit for the ASR system.
2. EWD WRF Expansion to 4.2 MGD – Completion Date February 1, 2008
DEP Certification was sent on March 21, 2008. Minor punch list items remain. Certification of Completion was received on March 27, 2008. Renewal of the DEP Operating Permit has been started by ASRus. Annual Capacity Analysis Report was received by EWD from CH2 on April 3, 2008. It was submitted to DEP on April 8, 2008. The new BioRem unit was installed on May 1, 2008.
3. R/O Plant Expansion – Completion Date November 2, 2008
The Contractor continues with the submission of shop drawings. EWD and CH2 staff met with the Sarasota County DRC committee on April 17, 2008 to present the project and to receive initial comment on development review information that will need to be submitted for the project. Representatives of the DRC committee representing various County interests provided comment. Additional information may need to be provided on issues related to tree protection, resource protection, zoning, fire code clarifications and storm water criteria. The development review committee indicated that they would forward their summary of specific requirements to EWD stating what specific documentation would be required to complete the development review process within 2 or 3 days of the meeting (by April 21, or April 22). EWD will have 20 working days to compile and submit the requested information. CH2 completed the package for submittal to Sarasota County DRC which consists of the cover letter responding to each comment from the County after the pre-submittal meeting; a completed copy of SC Form LDS01 which is the Land Development Review application form; a copy of the permit fee calculation fee Form LDS08; the check for the permit fee; the construction drawings with comments requested by the County; and the survey. The submittal package was delivered Sarasota County DRC by noon on Friday, May 9, 2008.
The Contractor is proceeding with the following work activities: poured the bottom slab of the clearwell structure on April 11, 2008 and is completing curing process; placing wall steel and preparing to install wall forms for the clearwell; finalizing proposal documentation for the relocation of the raw water piping on the south side of the process building.
4. SWFWMD Consent Order*
A meeting was held with SFWMD staff on March 28th to discuss WUP RAI and quarterly report RAI questions submitted. Following the meeting a request for extension was submitted and approved by SWFWMD extending the WUP and Quarterly response date to May 16, 2008. Discussions are currently ongoing to extend the response due date until November so as to incorporate the long term WF#5 APT results into the WUP RAI responses.
5. Water Use Permit
A time extension until May 16, 2008 was requested and granted following the March 28th meeting with SWFWMD. Subsequent to that extension approval, internal discussion with PBS&J and EWD staff in addition to SWFWMD staff strongly support an additional RAI response extension as a result of the implementation of the WF #5 APT. In formation developed from this long term APT will be instrumental in the development of RAI responses specifically in developing wellfield management programs. EWD, PBS&J and SWFWMD staff currently concur that an extension would be beneficial to all. EWD and PBS&J will draft and submit a request for extension prior to the current expiration date of May 16, 2008. The potential target date for RAI responses will be November 26, 2008.
6. Wellfield No. 2 & 3 *
The Developer has begun limited clearing of 750 acres. This was discussed with SWFWMD staff at the WUP pre-application meeting. EWD expressed concerns about the viability of wetland monitoring when the topography and surface water drainage has been severely altered on-site. The task order to PBS&J the Annual EMP Monitoring and Reporting was approved at the last Board Meeting. The Task Order was executed by EWD staff and sent to PBS&J for execution. The fully executed Task Order was received October 23, 2007.
7. EWD Watermain Loop Project
EWD staff has installed the mains and performed all testing on Pennsylvania, Sydney, Mississippi, 12th, Roosevelt, and Michigan. EWD staff has completed installing the main on the east side of Placida Road between Storage Depot and the Bait Shop. The testing was completed the week of March 10, 2008. EWD staff has prepared and submitted the DEP Clearance request on March 28, 2008. The DEP clearance was received March 31, 2008. EWD staff is continuing to connect the existing services to the new lines and completing the restoration.
8. Wellfield No. 5
The APT for WF #5 was submitted to SWFWMD for review and approval. Although SWFWMD indicated they do not approve or deny APT comments were provided for consideration. The APT program for WF #5 was initiated on May 1, 2008 and is currently ongoing along with monitoring of the associated monitor wells.
9. EWD SWFWMD Co-Op Grant Application/Lemon Bay High Reclaim Watermain Extension – Completion Date July 13, 2008
The Contractor has submitted the final pay request which was reviewed and approved. This construction part of this project is complete. EWD staff is compiling copies of the invoices to be submitted to SWFWMD for reimbursement of funds.
10. Manasota Key (Tom Adams Bridge) Forcemain Replacement-- Completion Date May 3, 2008
The new crossing is fully operational connection was completed May 6, 2008 between 11:00 P.M. and 6:00 A.M. The Project is complete except for clean-up.
11. Vacuum Station V1, V2, V3 and V7 Rehabilitation -- Completion Date May 20, 2008
The Contractor has completed the V1 and V2 work. The Contractor has completed all but the garage door at the V3 station. The Contractor has completed work on the V7 station. The project is approximately 95% complete. Change Order #3 has been approved for the V3 Vertical Door.
12. EWD 20” Reclaimed Watermain Upgrade Project *
The Grant Application was submitted to SWFWMD on November 28, 2007. EWD staff attended the Manasota Basin Board meeting April 9, 2008. The Grant Application received a low priority ranking.
13. Winchester Boulevard Extension – South*
Charlotte County is scheduled to commence construction in January, 2009. EWD and Charlotte County will coordinate a Joint Project Agreement (JPA).
14. GIS/GPS
Field verification and GPS location of valves, fittings, and other fixtures continues. GPS data collection for hydrants has commenced. An enhancement to the field data collection equipment is being researched. Software enables maintenance and inspection schedule software to be field-verified and generated. Software is being evaluated by Wilson Miller, project consultant. EWD staff has completed GPS of sewer manholes and are now working on locating and verifying sewer force mains. Software for maintenance of the system is now in the proposal stage. EWD staff attended the Southwest Florida GIS User Group Meeting on May 8, 2008 in Fort Myers.
15. South Manasota Key Drainage Improvement (Phase 1)
Comments on the 100% plans were received from Charlotte County to DMK. The project is still under DEP CCCL permitting.
16. South Manasota Key Drainage Improvement (Phase 2)
Charlotte County is planning a storm water project that will begin at Mockingbird Street and extends north along Gulf Boulevard almost to Beach Road. Comments on the 30% plans were received from Charlotte County to DMK. DMK is in the 60% construction plan design phase.
17. Overbrook Road Bridge
Our Engineer TBE Group, as well as, EWD staff attended Progress Meeting #4 on Tuesday May 6, 2008. TBE has coordinated activities and correspondence with Paula McGrath, PBS&J Project Administrator. TBE reviewed the Shop drawings for Anvil pipe roll, Hanger rods, Tnemec prime and paint, and service saddles which have been approved and returned to PBS&J. A Dynamic Load Test was conducted on the H-piles and the test results were submitted to TBE which were reviewed and returned to PBS&J. TBE requested that the test results be interpreted and indicate if they passed or failed. The Contractor submitted a Request for Information (RFI) to realign the force main to run underneath the vacuum sewer with a six inch separation between the two pipes. This RFI was not accepted by TBE. The Contractor submitted a RFI to realign the force main to run parallel and north of the vacuum sewer. This RFI was acceptable to TBE provided sufficient depth was met. The Contractor submitted a RFI to eliminate two ‘steps’ on the vacuum sewer. The RFI was not accepted by TBE. TBE provided an alternative to the contractors RFI and this was forwarded to PBS&J. Englewood Water District staff directed that the force main and vacuum sewer each be connected to existing wyes on each pipeline. The contractor was directed to proceed with this change. Englewood Water District staff requested that the air release valves on the water main and force main be changed to 2 inch and flexible hose be used. PBS&J is waiting for written authorization from EWD to proceed. TBE visited the construction site on 4-29-08, 5-1-08 and 5-6-08. As of this date the contractor installed in place the pipe support system for the water main. The water main pipe is attached to the support system. Water main pipe has been installed underground from the support system to the connection points and connected on both the east and west sides of the bridge. The contractor is preparing to conduct pressure tests and bacteria tests. The contractor installed in place the force main and vacuum sewer support system. The force main and vacuum sewer pipe is installed to the support system. On the west side of the bridge the force main and vacuum sewer piping has been installed underground and connected to each respective system. On the east side of the bridge the force main and vacuum sewer piping is stalled underground to the connection points. The contractor is preparing to connect each. On 5-1-08 the contractor was installing the EZ Valve on the west side of the bridge. During the installation the existing 160 PVC pipe failed. Installation of the EZ Valve was abandoned. On 5-1-08 a gate valve was installed on the west side of the bridge in place of the EZ valve and connected to the water main. On 5-6-08 a gate valve was installed on the east side of the bridge and connected to the water main.
18. Thomas Ranch Reuse
The Comp Plan Amendment was approved and sent to DCA in Tallahassee. Rich and Jay meet with Kimley Horn on April 16, 2008 to discuss an Interlocal Reuse Agreement which would terminate the existing Reuse Agreement with 4th Quarter. Kimley-Horn
received the DEP permit to expand the irrigation area along US 41. The final draft received February 22, 2008 of the Interlocal Agreement Delivery and Use of Reclaimed Water West Villages Improvement District is being reviewed by District Counsel. Access through Wellfield No. 2 via an easement was discussed. Kimley-Horn notified EWD that the first tie-in on US 41 would be completed the week of May 12, 2008. The Comp Plan Amendment will be discussed at the May 13, 2008 SC Board of County Commissioner’s meeting.
19. Park Forest Unit 1 – Reuse SWFWMD Co-Op Grant
The request for authorization to have the Administrator sign the Reclaimed Water Agreement was approved by the Board. The executed Agreement was sent to Park Forest on April 8, 2007. The Task Order for GWE to provide engineering design for the reuse main extension in accordance with the SWFWMD Co-Op Agreement was approved by the Board. The Task Order has been executed by EWD staff and GWE on April 23, 2008.
20. Park Forest Unit 2 Reuse*
EWD staff met with Park Forest Unit 2 Homeowners Association about reclaimed water on April 8, 2008.
21. Park Forest Unit 3 and 4 Reuse Irrigation
Jay has met with these two Homeowners Association regarding their interest in reclaimed water for irrigation. Park Forest Phase IV Reuse Agreement was approved by the Board. The executed Agreement was mailed to the Park Forest Phase IV Homeowners Association on April 22, 2008. Park Forest Phase III has executed the Agreement which approved by the Board on May 1, 2008. The executed Agreement was sent to the Park Forest Phase III Condo Association on May 2, 2008.
22. Polynesian Village*
EWD staff met with Polynesian Village on March 20, 2008 to discuss their private lift station.
23. North Anchor – Artist Avenue & SR 776
Rich and Jay met with the developer on April 24, 2008. The project will be discussed at the May 27, 2008 SC Board of County Commissioner’s meeting.
24. STAGE 2 D/DBP Rule *
The Waiver Exemption was submitted to EPA on June 25, 2007. Wilson Miller has spoke with Amy Newbold of EPA Region 4 who will be reviewing this for EWD and she confirmed that the EPA received the submittal on July 2, 2007, well in advance of the October 2007 deadline. She indicated that the EPA has up to a year from October 2007 to review this submitted plan, and that EWD should have the EPA response prior to September 2008. Wilson Miller feels that the 40/30 Cert will be approved by EPA within the next year. EPA said that actual Stage 2 sampling is not required until October 2013 and a few years down the road the EPA will turn over primary enforcement responsibility for Stage 2 to FDEP just like current D/DBP monitoring.
25. CCU Interconnect
Start-up was completed February 7, 2008. Currently, EWD is providing CCU with approximately 0.5 MGD. The Emergency Order expired May 1, 2008.
26. FOG Letter*
A FOG letter was sent to 90 wastewater customers with grease traps on August 23, 2007. This list included restaurants, bars, convenience stores and supermarkets. A second group of 55 wastewater customers was sent the FOG letter on September 13, 2007 consisting of nursing homes, schools and civic organizations. Phil will follow-up with survey and site visits.
